Which drones are subject to registration?

In Our Country, all drones that weigh from 250 g to 30 kg. If you get your hands on a device that is considered a toy and without a camera, the requirements of Resolution No. 658 also apply to it.

How to start the registration procedure?

Quite simply. You must apply to the Federal Air Transport Agency (FAVT). It can be sent in paper form by Post or electronically using the Unified Public Services Portal. The service is completely free.

What exactly needs to be included in the application?

First, take and attach a clear photo of the drone to your application. Second, provide detailed characteristics of the drone. Thirdly, if the device is serial, indicate the full name of the manufacturer. If this is a DIY assembly, you will have to indicate the details of the creator who developed this design. Finally, the owner is obliged to provide data about himself, regardless of whether the individual, legal entity or individual entrepreneur.

Before flying the aircraft for the first time, mark the registration number on the body of the device. It must be legible, free of errors and made in such a way that it is legible if the attachments are damaged.

I want to sell the copter. What to do with registration?

In this case, you need to submit a new application to the Federal Air Transport Agency. It indicates the reason for the change of ownership and full information about the seller and buyer. All these procedures are also given 10 days.

My drone is broken or stolen. How to be?

If the drone is lost or destroyed, you need to write an application to the agency to cancel the registration. You will have to specify the full characteristics of the UAV, information about the owner and the reason for revoking the account number. You need to have time to submit a letter within two working days after the event.

Where can a registered drone be flown?

According to current laws, drone flights are only allowed outside populated areas, far from airports, military airfields and other facilities that have a special airspace control regime. Restricted zones can be clearly seen here. To fly over such places, you need to obtain a special flight permit from local authorities, the territorial FSB and the authorities responsible for managing air transport.

Suppose I have not registered, but I use a quadcopter. What will it be for me?

Today, a fine for flying a device without an account number can reach 2 rubles. But soon it can be significantly increased. But that’s not all. Flying a drone over a restricted area can cost the owner of even a registered quadrocopter 20-300 rubles.

True, there are no special penalties for violating the rules for registering UAVs, but the Code of Administrative Offenses provides for liability for violating the rules for using airspace. For example, if you fly without permission in restricted areas on an unregistered drone (for example, within the Moscow Ring Road), then the fine for an individual will reach 50 thousand rubles. A legal entity can pay up to 300 thousand rubles. And if the drone operator is also convicted of taking photos or videos without permission, then another 5 rubles will have to be paid for this.

In which other countries do you need to register?

Registration of copters is a global practice, which is used in many countries. For example, in the US, all drones must be registered with the FAA website. Registration costs $5 and works for 3 years. In New Zealand, only quadcopters weighing more than 25 kg are registered. In the UK, without special permission, you cannot fly a drone over crowds of people (and therefore in settlements). In Australia, drones over 2kg must be registered with the Civil Aviation Safety Authority. In Thailand, all camera-equipped drones must be registered with the Civil Aviation Authority of Thailand (CAAT) prior to flight, which can take up to two months. In the post-Soviet space, Our Country is not the only country where the process of regulating the use of UAVs is underway. So, in Estonia, to fly over special areas, you need a special permit for quadcopter operators with a validity period of one year.
